I am looking for 5% dividend municipal bond in the state of New Jersey that is insured.

That would be nice for sure. I don't think you will find one with those characteristics in this interest rate environment. About 4% is the best you can expect for a bond with a 10 year maturity. Fidelity's New Jersey muni bond fund yields about 3.5%.

The New Jersey municipal bond fund that meets your 5% criteria
( 5.06%) is Blackrock New Jersey - symbol BLJ. Unless you are investing a relatively large amount, a muni fund is usually the best way to invest. The earnings are both Fed and state tax free to NJ residents.
