What kind of products do you have? The obvious choice is to offer deeper discounts and better customer service. Give the place a fresh coat of paint and have some kind of open house night like a 'grand reopening' with free food, put a coupon in the invitation (mass mailing), and people will come (they can't resist free stuff). Do giveaways during certain hours or whatever. Make sure you have friendly & knowledgable employees that will really help customers, no slackers. Continue putting large ads with big discounts for the first 3-4 weeks at least following the reopening, then if it's working, try to keep it up!

excellent customer service and excellent product knowledge. don't try to sell them. if you know your stuff and make the buying experience enjoyable, you will succeed.
