There are different web hosting companies that offer journals and things like that. Some for free. One that offers a free online blog is called http://Blogger.com.
One that I believe offers a blog type of thing and a free website is called Freewebs. (http://Freewebs.com)

If you want to have a site dedicated *just* to your blog, you can find a hosting service that provides wordpress support and have them help you set up a blog there, but that will cost you money.
I know that siteground ( http://www.siteground.com/index.htm?referrerid=15885 ) supports it because I use siteground myself (but not for blogging). That runs you about $5 a month.
