Where can I buy the anime "Chin-Shin" now showing on Adult Swim?

Funimation hasn't released the DVDs of their dub yet. As far as I know, it's not even announced. AnimeOnDvd.com has a big list of upcoming releases, including several FUNimation titles, and Shin-chan isn't on it:

If you search bittorrent, you can find the Adult Swim episodes for download, plus about ten other subtitled episodes that were shown on Hawaiian TV at one time.

Also, there's a subtitled import of one of the Shin-chan movies:

And, even further, there are VCDs from Malaysia containing TV episodes, which another respondent pointed out. These usually have Mandarin or some other soundtrack (not English, and not the original Japanese version either)... and subtitles in fractured English.

... but beware, the "real" Shinchan dialog isn't nearly as spicy as the Adult Swim version. Crayon Shinchan is a family show in Japan, so most of the humor is fairly innocent. Shin's occasional pants-dropping made it a "mature audience" show in the USA, so Adult Swim and FUNimation really changed the dialog to turn it into a South-Park-like show. The upshot of that is: if you are expecting the humor of the Adult Swim version, you might be disappointed by subtitled episodes which stick closer to the original Japanese script.

Finally, if you don't mind reading it, there are also 10 volumes of the Crayon Shinchan comics translated into English. Here's volume 1:
