Gonna start with the Lions, mainly because of Matt Millen (who for some reason STILL hasn't gotten fired) who has the worst record of any GM in league history. This would be the same team that the greatest running back in history (Sanders) quit because he didn't see any sign they were serious about putting a winning product on the field.
Next, the Raiders, mostly because of Al Davis. I understand that you OWN the team and it's yours to do what you want, but after their record the last 3-4 years, don't you think the light would come on and you would realize that your KILLING your franchise? AND they gave away Moss for a 4TH round pick.
Finally, how about the Redskins. Daniel Snyder is forever giving HUGE contracts to players who don't ever live up to them. He even brings back a HOF coach (Gibbs) and even he can't win with this team anymore. Some of these large contracts are starting to catch up with the team, and they are not gonna be able to keep some of their top players.

Detroit is the worst for the flat out stupidity of their talent selection and poor draft history under Matt Millen. The Raiders clock in at #2 simply because Al Davis will not hire anyone and allow them to build a modern day football team and give them the authority to design a game plan based on the talent on the roster. It is not 1970 anymore! It is no coincidence that when Al stepped back and allowed John Gruden to coach the team the Raiders returned to the NFL's elite....JaMarcus Russell made change everything but I still can't believe that they chose not to select Matt Leinart last year when he was still available... ouch.

The Lions or the Raiders. The Lions because you can only start a limit amount of WR. And some of the recievers they drafted suck. Like Rogers he's nickname should be "butter fingers" to play WR you are gonna have to catch a football sometime. The Raiders because they have wasted so many draft picks to pass up on great players and pick crappy ones. Like last year's draft the first round they took Michael Huff and they passed up Matt Leinheart, Jay Cutler, DeAngelo Williams, and Mathias Kiwanuka. The next round they took Thomas Howard and passed up Sinorice Moss, LenDale White, Devin Hester, and Maurice Jones-Drew. All the players they passed have developed into something, but the ones they drafted haven't.

1 has to be the Arizona Cardinals, but that is slowly changing.

3 Tampa Bay, Yes they Had a one hit wonder, but they never seem to hold on to the talent they have and once again will sink to the bottoms of the abyss.

All of these teams have a culture of loosing and are a long way from doing anything of value for anyone.

Browns - Did Cleveland really need this team resurrected?
Raiders - It's like club med for old NFL'ers. They go out to the West Coast and get paid like superstars just to suit up. They sure aren't winning anything!
