We just bought 2 baby guppies. My mom wants to put them in a large vase with some sort of plant living on the top. Will this hurt the guppies? if not, what kind of plant should be used?

NO! Bettas are able to get away with it because they are part of a very select group of fish that have primitive lungs. Guppies do not. They need circulated water in order to survive. They also need a stable temp of about 75-78 degrees.

Note: Plants are pretty but even a betta needs fish food, they can not live off the plant like some people say.

No i dont suggest this, They wont eat the plant and the guppies will need filtiration (which cant go in a vase) So the answer is no get them a 5 gallon fish tank with a sponge filter and heater (if needed) and do a 10% weekly water change, You could even add a few more guppies, They wont stay babies for ever!

CAN they? Maybe and that's a big maybe. Should they? Absolutely not. No plant is the correct plant to use. I would suggest a 2.5 gallon tank with a heater and filter. They are inexpensive and many are quite attractive.

Don't put your fish in such a small place, there won't be enough water, filtration and aereation for them to live well and you will be making them suffer until they finally die.

I wouldn't do that.

Guppies need filtered water.

And some plants are toxic to fish.

That is a death sentence for them. All fish need a proper aquarium with heat and filtration.
