No thoughts do not indicate if a person has Mental Retardation. Mental Retardation is based on IQ. If a person's IQ is blow 70 in the state of Connecticut they are considered to be Mentally Retarded.

Actually it is the conduct measured externally that indicates mental retardation. If a person is acting developmentally awkward in that objective reality is not being responded to in an ascendent and productive way by that person and that is a symptom.

If you think you're partially mentally retarded because of some of the thoughts you have, go see a doctor.

If it's someone you know, have them go see a doctor.
