Qualified European lawyers

For qualified lawyers from the European Union, there is an alternative transfer route – under the Establishment of Lawyers Directive 98/5/EC, which was implemented in the UK on 22 May 2000.

The Directive entitles European Union lawyers to practise law on a permanent basis in any other member state under their own home state professional title, but requires them (under Article 3 of the Directive) to register with a competent authority in the host state and (under Article 6) to comply with the rules of conduct for the local profession. We are one of two competent authorities in England and Wales; the other is the General Council of the Bar. There are equivalent competent authorities in Scotland and in Northern Ireland.

To meet the Directive's requirements, you must apply to become a registered European lawyer (REL). Download the Registered European Lawyers information pack.

Qualified European lawyers are required to declare all convictions and other relevant matters when they apply for registration as a lawyer established under the European Establishment Directive – and on annual renewal of their registration. Failure to do so is a serious matter.

If you subsequently decide to apply for admission as a solicitor of England and Wales, you will be required to obtain a standard disclosure from the Criminal Records Bureau, which includes details of any current and spent convictions, police cautions, reprimands and final warnings held on the Police National Computer. We also make use of overseas criminal records information services whenever appropriate.
