There are x # of people and x number of jobs. Each person ranked the jobs 1 being the most preferred, x being the least preferred. This is the only criteria to consider, otherwise the assignments should be random. To make it simple let's assume x=3

Need more information for this problem because there are many different schemes to make assignments based on various factors of interest and qualifactions.
