Some cattle don't have horns due to several generations of breeding to not have horns. Both sexes can have horns and others, no horns at all with either sex. This is called "polled."
Sometimes the horns are cut off or, with calves, burned off chemically with caustic soda.
Heifers are young females that haven't had a calf and steers are castrated males

Probably for the same reasons people have getting into trouble! and some don't ! LOL. Seriously I would imagine that some have their horns been cut off or removed because they were too aggressive and could hurt the bull !!! Ha. Ha. Ha. Good question. I love it!

It's genetic. Some cow breeds have horns and others don't. I was raised on a farm/ranch, so I actually know this is fact!

Oh, heifers/cows are female bovine and steers/bulls are male bovine.

The cows that have horns are Male's there actually bulls and the female cows don't have horns.

many cows are de-horned for safety if they are farmed. Male cows that have horns are either steers or bulls.

The ones that don't are known as "polled". Basically, the buds are nipped off when they are calves. That way they can't use them to gore the rancher or other cows when they are older.
