In Illinois a non-lawyer cannot own a law firm. A non-lawyer can be hired as an employee to be a manager at the firm.

For practical purposes, the answer is no. To practice law, one has to have a license. Many legal issues come up during the course of the day. There would then be no one to make the legal decisions if the manager cannot. Management of a firms consists of assigning cases and making sure the staff shows up for work. I don't see how it can be a full time job.

Sure, you just couldn't do anything in the sense of practicing law. The problem is that your firm will lose credibility if the partners/owners are not even licensed.
