The university of Maine offers a PhD in 26 fields -- but economics is not one of them. Looking at the list of colleges in Maine, I don't believe that any others offer any PhDs.

But let me give you a piece of advice -- do not choose your school based on location. If you want a PhD -- you should go to the best school that you can get into. Anyone who chooses a graduate school based on location will never understand anything about economics.
