buy a HAYNES honda accord 1990-1993 repair manual for about 18 dollars and there are lots of diagrams. if you don't want to spend the money google 1990 Honda Accord fuse box diagram. I think there also may be one in the owner's manual if you have that still

you have two fuse boxes on that car; one inside the passenger compartment under the dash near the steering wheel and the other under the hood in the engine compartment (usually on the rear passenger side of the engine compartment but it could be on the driver's side near the strut tower). The underhood fuse box usually has a diagram on the inside of the lid that identifies the fuses and relays; if it is not a label, it is cast into the lid itself. The underhood fuse box has a black plastic lid and the box is about 3" wide by 6" long.

the underdash fuse box does not have a diagram with it. I can help you identify the location of a fuse if you want to let us know which one you're looking for but Yahoo Answers doesn't allow the attachment of a file or pasting a picture to an answer. I don't think that vehicle has a specific fuse for that light. It has a bulb that is powered by an instrument fuse. It other lights work it may just be burned out, they didn't use LED's back then so they went bad.
