The center (h, k) = (-1, 3).

The minor axis is 2b.

2b = 2
b = 1
b² = 1

The distance from the center of the ellipse to one of the vertices is the semi-major axis a.

a = 3 - -1 = 4
a² = 16

The center of the ellipse and the vertex are in a horizontal line. So the major axis is horizontal. The equation of the ellipse is:

(x - h)²/a² + (y - b)²/b² = 1

(x + 1)²/16 + (y - 3)²/1 = 1

(x + 1)²/16 + (y - 3)² = 1
