Screen resolutions depend on the type of monitor that you have. Currently I have 1280x1024 on a 17" and it looks great. The icons are small, but it is what I like. Alot of people that I know use 1024x768 because its easier on your eyes.
Most people use 32 Bit, unless you have a video card that requires 16 Bit.

Well this is quite simply personal preference. I use 1280x960. I do 3d animation and enjoy having a larger workspace. It just means everything appears smaller but you"ll have a bigger workspace. I recommend to pick a higher resolution if you use alot of visual type programs such as photoshop or any program where you create visual images. If someone has a hard time reading the screen I'd recommend 600x800, but you'll find more often that some websites and such will be too big to fit the screen and you'll find yourself having to scroll over. As for colors quality, there really won't be a difference in the quality/amounts of colors but higher resolution generally means a bit sharper of an image. But in the end whatever you find is most helpful is what you should pick.

I think the answer has a lot to do with what size monitor the person is using. I have a 19" flatscreen and resolution is 1280 X 1024 with highest color quality (32) and 75 Hertz Refresh rate. A higher resolution might be overkill since I can fit everything I need to work with on this size.

1600 by 1200 + 1600 by 1200 + 1280 by 1024.
24 bit colour depth.
Native resolution for each flatpanel on my desk.
LCDs look way better at the native resolution you would never notice the difference between 24 bit colour depth and 32 bit on a LCD. I doubt you would notice it on a CRT.
