By custom, I assume you mean the customer gets to tell you what they want, and then you make it for them?
Ebay won't let you sell custom items, but I would suggest you use them to list a few that you already have made, and then slip a card into the box when you ship it, offering to custom-design their next pair. You can also launch a website in case someone might be searching for custom earrings.
I would also contact local shops if there are any independent ones, and ask them if they would like to have you do some custom designs for them, that they could offer exclusively in their stores. It would be good morale-building if they would let their employees come up with designs for you to create, then they could offer that to their customers.
The problem with jewelry is that it's an impulse purchase. Most people want to have it right then, rather than wait for a custom design. But Valentine's day, Prom and graduation would be prime times for you to hit up parents and boyfriends and BFFs who would like to create a design for their girl. So get some flyers out where kids will see them. And get your work out there! Give some away!

Well, if you want to advertise over the net, try Google and I'm pretty sure that Microsoft just bought an online advertising company. There are also links to a couple of other advertising sites in the sources section. Also, try designing a website.
If you're not wanting to advertise on the net, try local craft fairs. Go to local beauty salons and ask the nail techs to put your business card on their desk or to have some of your product displayed. Go there some days and do personal consultations and fittings so that you can make custom ones for people getting their hair done and the like. Also try local newspapers.

There are many different avenues you could take. For example:
Sell On Ebay
Flea Market Booth
Carnival Booth
Local Newspaper
Put Ads Up On Bulletin Boards (grocery store, library, laundry mats, banks, etc)
Local Radio Stations (ones that have an buyer seller program)
Friends (word of mouth travels fast!)
Relatives ( same as above! LOL)
Craft Fairs
