Probably not. Look at the list of confirmed nuclear powers:
US
Britain
France
Israel
China
Russia
North Korea
India
Pakistan
Factor in that Iran may have them. Of those we know the US has enough to destroy any country on earth a few times over. Assuming Russia maintained their cold war weapons, they do too.
I think we need to assume that China has enough to destroy any country in the world, but we don't know that for sure.
The rest don't have enough of a stockpile to entirely destroy any country they wish. Of course, it only takes one to potentially bring down the whole deck of cards...
Say India fires at Pakistan. They retaliate at Pakistan. Iran decides to defend Pakistan and fires at them. The Isrealis become angry about this and let loose at Iran. North Korea defends their buddies in Iran...
You can see how that would go.

No you are wrong to assume that. China ,Russia, and England all have the power to destroy entire civilizations as well. China has the most nukes compared to the other countries though, they just don't use them as part of a worldwide aggrement. Don't believe everything you here on the media. They are WRONG

Since nukes are really the only way to destroy another country, these are the only ones truly capable. As far as invading with conventional forces that can be done by anyone who is stronger than their neighbor.

The USA makes their own nuclear weapons and their is no particular company that makes them. The other countries have a nuclear regulatory committee that helps develop the nuclear weapons!!

That's very safe to say.
The only other country that would have a shot is China, through sheer numbers. But then, they could never destroy the U.S., because all we would have to do is stop buying their stuff and they'd go broke.
