Since there are 60 minutes in a degree, your 20 minute (i.e. 20') portion is

20 minutes = 20/60 degrees = 1/3 degree = 0.333 deg.

so 82deg 20' is the same as 82.333 degrees (rounding).

Or you can put a bar over the 3's to show that it repeats.

There are 60 seconds in a minute and 60 minutes in a degree. To convert minutes to decimal degrees, just divide by 60. So 20' would be 0.33 degrees

20' is 20 minutes; just like time, 60 minutes = 1 degree
20" would be 20 seconds; there are likewise 60 seconds in a minute.

To convert to a decimal, divide minutes by 60, and seconds by 3600, then add, since there are 3600 sec (60*60) in a degree.
