It's pronounced Up-ham. The letters p and h are not together as a phonetic sound. Ham is an old English word for a settlement or village so Upham would probably be a settlement on a hill. In a valley it would be called Downham so you can see that the name is derived from two words, Up and Ham forming Upham. On the other hand the Ph spelling that sounds like F can be found in place names such as Philadelphia (twice).
