To evaluate 21/60 as a decimal, divide numerator and denominator by 10 to make the numbers smaller. You then don't have a long division to do.
That gives 2.1 / 6.
Add a zero after the .1, getting 2.10 / 6
Now divide 6 into 2.10, treating it as though it were 210, but placing the decimal point in you answer beneath the decimal point in 2.10, obtaining:
0.35.

to change a fraction to a decimal u just divide the top number by the bottom one.
to express 21/60 as a decimal u just divide 21 by 60.
i dont know if this will help u or confuse u even more but the fraction line means the same thing as a divison symbol.
good luck. i promise that it will get easier with practice. i had the same problem when i was younger.

The answer is .35. Just divide the two numbers as in:
____________
60 | 21.000
60 goes into 21 zero times but goes into 210 three times with a remainder of 300. Sixty goes into 300 5 times so the answer is .35.
Hope that helps.
