Airwaves are not exempt. They are controlled by the FCC, whereas electronic media (such as the internet) is, while not exempt per se, much harder to regulate, so not many laws have been passed regarding content. Same with print media, since that is usually controlled by simple libel laws (they can be held civilly liable for damages for printing untrue information).
