You don't say what the rest of her looks like. But if we presume that she's slender, like Kate Moss, look at what Kate's wearing. The biggest mistake women with small breasts make is trying to make 'em look bigger. No, no, and double-no. As far as the dress goes, a nice little black cocktail number is always appropriate, except maybe in church, and there you can throw a shawl over. Wear a form-fitting little bra, no foam or water, ever. See also the Flapper look of the 1920s. Totally hot.

I agree with what the last girl said.

I have small boobies, too, and yesterday I went shopping trying to find something that looked good. I ended up buying one of those strapless padded push-up bras that look seamless. That will add volume so you can wear all those great sundresses without looking like a little girl ;) That's what I did.

So adding a strapless padded push-up bra and a dress with some volume on the top (gatherings, ruffles, etc) will balance you out.

They are showing alot of empire dresses this spring. Try to find one that has gathers around the bodice which gives the impression of a fuller bust.
Also, a friend of mine found a dress she just loved but it was a little loose in the top, so I ran over to the lingere dept. and found these silicone like inserts you can buy and put in the bottom of each cup to fill out the top. It worked great for my friend and it didn't look fake but totally natural.

Assuming you want to attract the attention of the opposite sex - and I realize that's a big assumption - then accentuate what you *do* have.
Don't have a chest? Show off your legs.
And, although almost no man will mention it if asked, they really do appreciate a well-toned midriff. Even if it's not well-toned, I've heard guys say they like a muffin-top.

a halter neck would look elegant
erm its a good tip to show off your back too because a good back is as desirable as a "good chest" and another tip try and stay away from thin straps too sometimes it can look good on someone like Mischa Barton say, but to play safe thicker straps take less emphasis away from the small chest

Ruffled or tiered. Or have something with pleats on the chest area. It gives more volume.
