I have a jewerly box that I'm making for my girlfriend and it is going to be holding the ring I am going to propose with on july 26th. so its a big deal. But I cant figure out the best way to attach a velvet fabric to the interior of the box so that its nice and tight and I never have to worry about it coming off. any suggestions?

First, using an all purpose glue, glue the fabric to a piece of card stock paper. Now cut it to fit inside the box. After you fold up the sides, cut out the excess part at the four corners. (Hint: pinch the corners very tightly, and cut off the triangle).
Now, put a glob of glue on a piece of paper and use a cotton swab as a brush. Carefully coat the back of the paper you have glued the fabric to, and press into the wooden box. Stuff very tightly with plastic bags, and wrap a rubber band around the box to hold it shut. Leave overnight, and the glue will set. Your box is now ready for the ring.
You might also want to make a "ring holder" out of the velvet by rolling some extra fabric into a cone shape. Dab some glue on the roll as you wind it up.

It will be easiest to accomplish with double-stick tape. Velvet requires fussy handling. It's very difficult to not mess up the "nap" when liquid glue is used.
Use card stock (like a greeting card or postcard to create either
1) a +-shaped liner for the inside, *slightly* smaller than needed
or
2) a slightly smaller square for the bottom and a long strip to bend to form the four sides.
Cover both sides with double-stick tape (i.e. carpet tape) and then cover the pieces, clipping off excess triangles at corners and clipping any acute angles. Trim excess to 1/4" and fold over to the back. The extra open areas of tape will hold the liner in the box.
You can stitch a long ribbon or cotton-stuffed "button" of velvet to the base before assembly to keep the ring from rattling about in the box.
