Its usually good...If it was a friend, of course its good...If its someone you don't consider a friend, they might think it was an insult...Their mistake...

that's supposed to be good... unless the tone was ironic, in which case this person wouldn't be a good friend... so give a thought to how it was delivered and make your judgment
