This is a good way. I know several people who are farmers and have the tanks and space to store large amounts of gasoline and diesel. They buy all their gasoline in the winter when it is cheap and all their diesel in the summer when it is cheap. The problem is that there are rules about how much gasoline you can store before you have to apply for a license. As far as a coop goes I think the administrative and storage costs may be too high for this to make financial sense but it is worth looking into.

Will never work. As production is reduced (likely intentionally) it reduces the supply, as the supply is reduced, the demand is increased......and that means you pay more. The gas stations would have to pay more, and would take a loss.
The only 2 solutions are to reduce our dependence on gas, or for big oil companies to quit lining their pockets and try to help the people. Realistically, Neither will happen untill we have no choice.
Good thinking outside the box, though.

no right minded gas station owner is going to lock you in on a set price when the market for oil goes up and down
the station owner wants his cut just as much as the gas company
theres nothing faster going up than a dress on prom night
and thats gas prices

This would never work.
How about this: keep your tires inflated, your air filter clean and your engine tuned up. I have a 97 Ford and I get 30 mpg in town! 35 mpg on the highway.
