Congrats on the Storyteller part, that's awesome!
But, sorry to say the reality is that these things cost lost of money and without money and the support of your parents when you are a minor... it's hard to get started in the business. Your best bet at this point is to make the most of the opportunities you do have. Your school has theatre, GREAT! Not everyone has that. Stay involved and keep your grades up so there's no reason that you can't stay involved. Look for auditions at theatres in your community for times when your school is not doing a show. If there's nothing for you in the shows, offer to work stage crew. You will still earn a lot by hanging around, and casting at local theatres is often political. The more they know you, the more likely you are to get cast. Plus hands on experience is always great.

Her concern is probably that you would not be able to support yourself with this career in the future - so how about a compromise? If you reassure her that your school work won't suffer, and that you will take classes in a subject that will ensure you "earn" whilst pursuing your dream this could help. If she can't afford lesson's maybe you could get part-time work (babysitting etc.) so you could contribute and you would show her your determination and commitment to your dream. There may also be an am-dram society in your area, a church group or youth club that would give you the chance to perform. Look to your future and work on the academic side so you would maybe eligible for scholarships and funds. Remember this is your dream - not hers and it's up to you to apply yourself to making this happen. There are more knocks to be had in the acting world then your mum not supporting you. Success is 10 percent inspiration and 90 percent perspiration.

if acting is your heart's passion, then you will find ways (as you already have done) to exercise that passion. Not having acting lessons right when you wanted them won't be a factor in holding you back if this is something you love.
Lots of community theater groups serve younger people and if money or lack of support is a hardship, they can work with you.
Change your focus to what you want instead of looking at what your mom doesn't want. She may never "approve" or support your passion. Will that stop you? Just go about it in a respectful way (not beligerent or rebellious) continue to be kind to your mom AND follow your passion. She may come around when she sees you working so hard and sacrificing for something you value and it may cause her to value it eventually.
Also consider your mom may be having feelings about your acting which may be more about worry or fear about your future or safety. See if you can get her to talk to you about her feelings.

Do yourself a favor and go to the bookstore an buy a book called "Challenge for the Actor" by Uta Hagan. The late Ms. Hagan was a treasure in the world of theatre and acting. She taught in NYC for over 40 years. You can learn more by reading this book and following her precepts than you could in any beginning acting class you can find outside of NYC, LA or Chicago.
Break a leg, it is a life long journey.
"Audition" by Michael Shurleff is also an amazing book.

There are ways you can act for free. Like school plays. If you still want to act when you're older you can get a job and pay for your own lessons. Meanwhile I'd bet if you look you can find low priced classes and workshops. Maybe your mother would be agreeable to that.
There is no way to improve your acting with a website. You have to do it.

Play that story teller role in more and more exact ways, so that some day she notices the fine tuning skills you have learnt and accepts you as serious enough to pursue Acting as a Career. The harder the Mother criticises you the finer an Actor you will become.

Use all possible resources- libraries usually have books on acting, dialogue, monologues, technique, etc.
Is there a local theater you could audition for?
Keep advancing through school & community oportunities.
Don't give up, if this is your passion you will find a way.
