Pour water on baking soda. Pour water on baking powder. You will see that baking powder will begin to bubble as it releases carbon dioxide. Sodium bicarbonate (baking soda) doesnt do this. So if the two are mixed together, you can add water to it and the baking power will degrade, which would leave you with just the baking soda. You would then need to evaporate the water to get the baking soda dry again.

To do that you have to precipitate the tartarate, the best way is chromatography.
