The idea that chameleons change to their background is a myth and a misunderstanding. they change color based on modd, current status (displaying for a female, pregnant, hiding, etc.), local temps, and so forth.
Certainly, it often works as color camo- if things are cool and shady, the default color is a mottled green- the color of the cool, shady leaves. If it is a bit warmer, it goes with a sriped brown/black- the color of the warmer bark.
Many of the color phases match their backgrounds- but there is no evidence that they can see the actual background color or try to change to match. The old 'put a piece of colored paper by a chameleon and see it vanish' cartoon would not work. probably it would puff up and display brightly colored stripes indicating anger or threat.
The chameleon's MAIN defense is its behaviors- which so carefully mimic leaves or sticks while hunting.

Good question, I did a quick search and it appears that the change in color is due to the colors surrounding it being reflected by it's skin, also it can change colors during changes in body temperature or emotion. So, I would say it would still change color even if it were blind.

They do not change color based on surroundings, it is based on mood....usually darker colors indicate an angry or stressed cham.
