The motion of the ocean can make up for the size of the ship, but the size of the ship can't make up for lack of motion in the ocean.

Unless of course you were unfortunate enough to end up with a paddle boat.

It's both. I have had guys that were ocean liners who board me with no ability to steer the ship, and guys with tug boats with all the technique in the world and and it just doesn't get the job done.
