"I was unable to reach you today at 1630 hours so I will attempt to contact you tomorrow morning."

If you are living in Europe the standard time is designated in the 24-hour system using hours. If you're in the military, simply state 1630.

In conversation that is perfectly understandable. In formal writing you could replace the "and" with a semicolon. You might though want to say "I am going to try to contact you" since you are stating your intention not predicting the success of your action.

No. Get rid of the and. Two equal sentences do not need to be connected.
