Since you've called the cops and they won't do anything ... the next time you have a run in with them, record it. Then call the cops and you have your proof.

Physical intimidation is not legal. The police are not proactive so you have to be. For your mental health, you need to look at long term alternatives to living where you are. For the short term though, you need to speak with an attorney. If you can't afford one, go to Legal Aid. If they don't have an office near you, go online and look for free or low cost legal advice that is closer. You may be in the right or in the wrong, but neither matters in regards to physical threats. You may be able to place a no-trespass order, or stay-away order against all parties to whom you have fear. It is especially helpful if you have a witness. Good luck and don't antagonize your opponent.

Until a law is actually violated, i.e. blows thrown, there is not much the police can do.

You've made a police report, now if you get in a fight with the daughter, you have support for a lawsuit.

One more thing, did you ever stop to think that you might be provoking your landlord? Maybe you could stop provoking him and you'd not have to worry.
