all i can aford is 100,000 at the most! All i want is a small home to call my own. I'm tired of living in an apartment where you can't go out side with out braking some rule.

Not sure what your land costs would be, but estimate the cost constructing a sticks and bricks home at about $95-110 per square foot depending on finishes.
If the land is cheap, you may want to look into the cost of a prefab home and whether they are permitted in the area. Cost there (not including foundation and set up) is around $50-75 a square foot.
Search http://www.realtor.com for land in your part of GA. You'll need to use the advanced search options to get to land only listings.

I know of nowhere in the nation where such a property is available. You need to be looking at existing properties which are on the market for what you can afford. Here, in Wisconsin where I am located, 'starter homes' such as you describe are selling in the $170,000 range. Our land values are not extremely high here.
