How do I get my project approved?

I want to start a cab company in Oklahoma City and surrounding areas that promote designated drivers. With this mentioned I also like the idea of creating a taxi stand. Similar to a bus stop, but how do I go about getting this project approved by my city?

Some cities control the total number of cabs that can operate in the city limit. If Okla City doesn't have this ruling, I don't see why you can't get this approved. Have you tried?
