There are currently old wooden storage cupboards in there but they have seen better days. Don't need anything fancy, just a cupboard or shelving to store paint and a moderate collection of tools etc.

Matt, if you have piers in your garage walls, try this. Use any cheap/free timber you can get hold of. Piers are usually 4" deep, so 4"x1" is ideal. Fix two or three battens vertically between the piers. Fix to them cheap pressed steel shelf brackets, two or three for each shelf, depending how many vertical battens you have. Cut lengths of the 4"x1" to fit in between the piers and sit them on the brackets. You can cut out where the shelves touch the battens so shelf fits right back to the wall if you like. This space between piers and the 4" shelf is wide enough to take most things and gets in nobody's way, plus you can easily see things. Put heavier/largest things at the bottom shelf.

If you want something cheap with minumal effort then you can buy plastic shelves at any hardware store for under $30. They assemble in about 2 minutes and are fairly sturdy. If you want something more durable you can buy metal shelving but it is a bit pricey. If you are a weekend handyman then you can buy some plywood, 2X4s, screws and shelving bracket and install something extremely sturdy that will last a long time. You can get the brackets in the fencing supplies. You just cut your boards and plywood to fit and screw it in place.

You can find boards at construction sites. Ask before dumpster diving though. I have used old doors for work benches and shelving. Banged up doors can be found various places. Cutting then lengthwise down the center will create two shelves.

Yes. The garage and the shelving are his property. Further, you note that your lease agreement doesn't address the shelving. If it said something like: "Shelving will be provided for tenant," then it should stay in place. Without that mention, he can remove it. Hope that helps.

How about second hand kitchen cupboards - you can probably pick them up very cheaply from your local paper adverts or perhaps on ebay. If you're in the UK I think DIY stores like B&Q and Homebase do shelving that's just metal and cheap - you can probably find it on the website.

This is really something to find that many all together. For someone like me who is just really starting to get involved with woodworking this was like letting me loose in a candy store and telling me I could have anything I wanted. That was my dream when I was a kid.

As per my opinion you need to go for some good shelving contractor or manufacturer.
So you can get better ideas for it.

take the old cupboards apart use the wood as shelving shelf brackets then you have got your storage
