A behavioral consultant typically obtains information about a child or student's from parents and teachers. This information is usually obtained through formal observations, school records and other reports. That information is then used to develop a plan that targets behaviors that teachers and parents are concerned with. Behavioral consultants usually have advanced degrees (masters, Ph.D.) and have years of experience in working with children/students/adults with behavioral disorders.

The above answer was dead on...except she forgot to mention the degrees tend to be in developmental psych, child psych, and/or special education.
