Well it is not ozone ,ozone is O3 and very bad for u. The weather people are actually reporting on NO2 ,or photo chemical smog. It all has to do with air circulation . It appears to have something to do with humidity but I think the higher the humidity the heavier the air so it takes more energy to move it.
