Daylight savings time is not an encounter. It is a choice.

They, like many countries, choose not to participate.

The above answer is correct. But to further clarify, those areas closer to the equator experience less seasonal variation in daylight than areas closer to the poles.

As an illustration, above the Arctic Circle (and below the Antarctic Circle), there are days in the winter with no sun and days in the summer with no sunset.

The Philippines stretch from 5 to 20 degs N latitude, comparable to southern Central America.

Daylight savings time (invented by Ben Franklin in Paris for social reasons of his own?) is now used to save energy by displacing industrial and domestic peak energy needs. For convenience, an entire (wide) country must be coordinated to avoid confusion. This would be less important on an island, especially if proximity to the equator lessened the problem of peak energy demand. The problem with peak energy demand is that there must be enough generating capacity for the peak even if expensive plants are idled off-peak. Aircraft type jet engines are often used for peak demand because they can come up to capacity very rapidly anticipating imminent demand increases.

Is the Philippines near the Equator?

Countries near the equator would not need to adjust their clocks to more closely match sunrise/sunset times because these times do not change very much near the equator. These times change more and more as you get nearer to the poles of the Earth.

But it was only a historical need that forced middle latitude countries to adopt Daylight Savings time - the need to conserve energy and increase production during one of the great wars.
