Your question is soooo vague - define 'fastest' please. Top-speed, acceleration, fastest-lap of a given track, fastest 1/4 mile drag-strip performance? Standard, modified, racing, or purpose-built one-off to break a given record? Not enough information there, sorry. Oh, and though the Ariel Atom with the V8 engine is geared to pull 'only' about 175mph, it will out-accelerate and out-corner and out-brake virtually everything out there whilst doing so. AND the ridiculous Veyron is beset with the problem of RAMPANT fuel-consumption, because of it's LUDICROUS weight. It has been detailed that the fuel-tanks empty in under 12 minutes when the car is being driven fast - so after just some 50 miles or so, you would have to pull in to a conveniently-placed petrol station, exit the car, pump 140 litres of fuel, pay for it, get back into the car, accelerate back up to speed, and 12 minutes later, do that all again! Meanwhile, something as mundane as a slippery Audi with a turbo-diesel engine can maintain a much higher AVERAGE speed, pulling a few hundred miles of range from its' tank. Tortoise and the Hare fable, all over again. Veyrons are ugly, fat, heavy, and they suck. And an Ultima GTR is WAY quicker around the Top-Gear test-track.

Street car: Bugatti Veyron.
Big deal. I would much rather get a Porsche Carrera GT, on a track you could lap Veyrons all day long. the 16 cylinder motor is just too much weight for a car to still be agile. Race car on a track: F1 car: hop in with Michael Schumacher and you'll do laps around Moto GP bikes. Nothing touches an F1 car around a track, just like nobody touches Schumacher in terms of driving. Both are a large step ahead of everything else.

ThrustSSC set the current land speed record in 1997 at 763 MPH on the Bonneville Salt Flats.
The fastest racing cars are American Top Fuel Dragsters, about 330 MPH.
The fastest circuit car of all time was Bruce McLaren's M6A (Chevy Powered), with a straight line speed argued to be in the 240 MPH range. 1967?
The fastest street car changes every model year. The Porche, the Bugatti, the Ferrari go stupid-fast right out of the box. The Vette, the Dodge, the Infinite, the Honda can be made to go ignernt too.
Okay...get off me with the 917. I didn't say fastest in a straight line. It's opinion. The GT-40 was in nobody's way either.

You need to be more specific about your question. Because, some people design cars to make world record speeds for example, JCB, the earthmover makers did it a year ago, they made a special diesel vehicle which travelled about 500 kmph....
If you are asking for a fastest Commercial/Passenger car then my vote goes to Bugatti Veyron (400 kmph), Its a 16 cylinder W-engine cars and its also one of the costliest cars in the world ($ 375000) ...........

umm, yah Fadeel, it'll take Michael Schumacher to keep his cheating foot planted on an accelerator and keep the car going in a straight line in order to have the fastest car? You donut! The driver has nothing to do with it, its all about the car!!
Here's an option for the fastest car in the world, how about the SSC (Shelby Super Cars) Ultimate Aero TT! Tops the Bugatti Veyron by about 20 mph!

As TD E. pointed out it depends on how you define a car.
One error in his comment, the M6A was certainly exceeded in a straight line by 917/10k30 Porsche ( I think others as well, notably various LeMans prototypes, but this is clearly faster), like the one Mark Donahue used to set a single lap world record average of Talladega at 221+ mph in 1975.
BTW - Bill Elliot qualified at 212.8 mph at Talledega in 1987 in a NASCAR legal Ford Thunderbird (pre-restrictor plate).
