There is laws against that. There is a link to Your Rights under the Fair Debt Collection Practices Act. He need to contact the state Attorney Generals office and the Federal Trade Commission.

Write a letter stating you would no longer like to receive calls for debt collection purposes. Ask for the address where to send the letter or if they will let you fax it in. Once they receive this letter, by law, they can no longer contact you other then to notify you of other debt(s) or legal notification. However, obviously, this does not mean your debt is cleared and the company may now proceed with legal actions. But the calls will stop… and the legal action won’t happen any quicker then if they did not receive the letter.

I know that it has been a recent occurance that bill colectors do that. Does the bill colector know that he is unable to pay. Nothing will happen if he doesn't take it to court. Did he get any of it on tape? I would take them to court. It is disrespectful to do that. Your friend is sick and prolly needs help doing this and you should help him.

I don't really know what you mean by "triterning"....but just tell him to stop answering the damn phone! That's what caller ID is for!
