My 92 honda accord has clutch switches. one is for the passing power to the starter. What is the other for?

What is the bottom switch with the black connector for?

If the car has cruise control, the second switch is to cancel the cruise control when you press the clutch pedal in. The brake pedal also has a separate switch to cut the cruise control when you step on the brake. Both switches look pretty much the same.
