Do performance chips in cars really work? I seen it increases horsepower and torque. But does it help save gas

Performance Chips might make more torque and power but most the time changing fuel tables makes engines run richer and use more fuel. My computer could be reprogramed remotely and I noticed gains in power and torque top speed limiter is gone and now I can re compute tire sizes. With only about 2% loss of fuel mileage
