and stare at you for a little bit. Then a few days later you see him in a store about 12 miles away and he comes up to you in another store in the very aisle you're in within two feet and smiles at you and seems about to speak to you. Is it rude to walk away really fast?

Sounds like he is stalking you. Take a picture of him with your cell phone, and tell him you need it to make a report to the police. Then get escorted out, and drive directly to the nearest police station.

and how do u know what he was about to say?? he could know someone of a someone that knows u.
but i guess whoever did that was being rather safe than sorry

Sounds like he fancies you and want's to ask you out but can't get up the courage. If you like how he looks and you see him again, encourage, if you don't, give him the cold shoulder.
