You will always have to download music first in order to burn it to a CD. You can't directly send data from the internet to a CD. I suggest for free music that you go to www.limewire.com and pick yourself up a copy of limewire.
For videos, I suggest you definitely go to www.isohunt.com and search for what movie or video you want there.

you can download it at download.com
i don't know if it automatically burn cd. but you can download free music and videos.
