Until the new regulations about planning permission come into force it is advisable to ring up the planning department for advice at your local council. Some work will require planning permission and other may be exempt depending on what you are doing. It may also be advisable to see what if any regulations you need to adhere to. Its very complex if you don't know what you are doing.

I heard on the new the other day that they were planning on making planning permission more lax. If you hold on a while you might not even have to apply. Will save you a couple of quid!

Depends on the changes.
There are limits on the "volume" of porches, conservatories, etc that you can build without planning permission.
Stuff like loft conversions, or proper brick extensions require planning permission.
