Russian Tortoises (Testudo horsefieldi) should eat a mostly dry, fiberous diet with little fruit- including tomatos. An occasional berry is not a big deal, but fruit in general is too wet and sugary for the tortoise to properly process.

Ooooh finally a question about this tortoise! I own one and have had him (or her, still can't tell) for 2 years now. I have never fed mine tomato because it is just too watery. If it is an adult of a fairly big size then I would say yes but not too often at all. Cucumber is a great way to give your tortoise water if they aren't a fan of drinking from bowls etc.
