Wainscot or Chair-board is the decorative wood board that goes around the room about 36 inches or so from the floor. In the old days it was used to keep the chairs from hitting the walls and damaging the wall paper. Now it's a decorative piece.
Most people use it as decoration, they paint it, stain it, use very fancy wood or, just plain wood. Whatever their fancy is.
Some are expensive woods like Birch or the less expensive like pine, while some go to Oak.
If you'd like to do your own, go to somewhere like Home Depot, they have classes in this type of trim and will show you how to do it. Take the time, it can be fun.
