To question 1... try this link as it explains about accents, i found this when i wanted to know. I was going to copy and paste it but its about a mile long and pointless.... so

3. Worst has to be Brummies as they sound thick or scousers as they sound like they are moaning and want a fight.

Different accents are like the fish in the ocean...it depends where they like to swim
The sexiest are the Australian accents, especially the older men
The worst is the German accent...too chopped up and hesitant to listen to

1 ) Different accent come from the way we are brought up and exposed to people and things around us.
2 ) French - that I have heard speak.
3 ) Tamil - that is spoken now !

Can only answer number 2 and the answer to that has got to be Scottish (I'm not Scottish by the way!)
Wouldn't want to offend anyone by answering number 3 and no idea about number 1!

Worst - Liverpudlian... scoucers have the most annoying accent on the planet.
Brummigen isn't nothing compared to scouse... brummies sound stupid but are smart, scoucers sound stupid... and generally are.

1. Many reasons for regional dialects, mainly from people moving around (other countries/regions)
2. Non-Glaswegian Scottish, where the 'h' in words like "where" get pronounced
3. Brummie. Sorry, but it sounds pretty dumb.
