Perla is a fake/hacked game, you'll probably get to points in the game where you can't poceed.

do you mean pokemon emerald ni game boy advance? if that is what u mean then that gym is the 5th gym so u have to get the badge of flannery (forgot what the city is called) before u can go to it. if u mean pokemon pearl for ds then there is no such town.
