The fastest computers are servers. If you try to buy a true server, you'll find that they'll cost thousands of dollars.
For personal computing, fast PCs will cost at least 7000-8000 bucks if they include the latest components. You'll have to go to boutique vendors (alienware, falcon northwest) and custom-select your ideal system to see how much it'll cost.
A power computer will include
Quad-core CPU
2 HD 2900 HT video cards (fastest cards on market) in Crossfire configuration
At least two 150 GB Raptors for a fast RAID 0 setup
Probably 2 more 500 GB Barracudas for storage purposes
A X-Fi Elite sound card
At least 2 GB of RAM
A massive power supply (at least 800 W, probably 1000 min)

Milspec ruggedized computers like stealth computers. I forgot the name but I saw one that was good down to three atmospheres, used by spacial forcs inc seals. These ARE sold to the public. Falcoln northwest are probably the best and most expensive mainline PC's. There are MANY cost is no object government instutions using XPS. I am not at liberty to reveal names but think large government org.
