When working "percent of" questions, take the "final known number" (in this case 20) and make it a fraction over the "of what" number (in this case 10) then multiply the answer by 100, since we are looking for percentages:

(20/10) * 100% = 2 * 100% = 200%

Another example:
30 is what percent of 150?

(30/150) * 100% = 0.2 * 100% = 20%
